IKAPTK mendorong pembangunan IKN yang inklusif

Indonesia secara resmi telah memulai pemindahan Ibu Kota Negara dari Jakarta ke Kalimantan Timur. Setelah Undang Undang Nomor 3 Tahun 2022 tentang Ibu Kota Negara ditetapkan pada 15 Februari 2022.

Provinsi Kalimantan Timur dan kota-kota disekitar IKN seperti Samarinda, Balikpapan, Penajam Paser Utara, dan Kutai Kartanegara harus mampu memanfaatkan peluang dari posisi strategisnya untuk peningkatan ekonomi di daerah daerah terse but.

Dalam rangka mengeksplor peluang tersebut, Dewan Pengurus Nasional Ikatan Keluarga Alumni Pendidikan Tinggi Kepamongprajaan (IKAPTK) untuk menyelenggarakan Webinar dengan tema “Pemindahan Ibu Kota Negara dan Peluang Bagi Provinsi Kalimantan Timur” pada tanggal 9 Maret 2022 pukul 19.00 WIB dengan menghadirkan 2 (dua) narasumber berkompeten yaitu Sugeng Chairuddin, Sekda Samarinda dan Sri Wahyuni, Kadis Pariwisata Provinsi Kalimantan Timur dengan moderator Saidiman Marto. 

Webinar tersebut dihadiri oleh para pejabat di Penajam Paser Utara, Kutai Kartanegara, Balikpapan dan seluruh para ASN dan pemerhati kebijakan publik dari seluruh Indonesia.

Dalam sambutannya, mewakili Ketua Umum, Sekjen DPN IKAPTK, Kuswanto mengatakan bahwa webinar ini bertujuan untuk memberikan ruang diskusi yang sehat dan bebas terkait isu isu aktual pemerintahan sebagai bagian dari kontribusi organisasi pada bangsa dan negara. Di harapkan dari diskusi ini dihasilkan rekomendasi kebijakan yang penting untuk diperhatikan oleh pemangku kebijakan.

Sugeng Chaerudin dalam paparannya menekankan bahwa peluang besar adanya IKN di Kalimantan Timur akan mendorong pusat pertumbuhan ekonomi baru di wilayah Kalimantan. “Jumlah penduduk IKN diprediksi akan mencapai 1,5 juta dan penduduk Kaltim diprediksi mencapai 4,5 juta pada tahun 2045, yang membuka peluang sebagai pusat pertumbuhan ekonomi baru.”

Sugeng juga menekankan pentingnya inklusifitas dalam pembangunan IKN. “Dalam Master Plan banyak menyoroti soal infrastruktur, kurang menyoroti tentang pembangunan sosial. Kita perlu memikirkan bagaimana  relasi antara masyarakat pendatang dan masyarakat lokal akibat pemindahan IKN agar tidak terjadi kesenjangan yang menimbulkan konflik.” kata Sugeng.  Lebih lanjut Sugeng menyampaikan bahwa pembangunan IKN harus inklusif dan manfaatnya dirasakan oleh tidak hanya masyarakat IKN namun juga masyarakat di kawasan penyangga IKN.

“IKAPTK selaku organisasi sosial harus berani mengadvokasi pembangunan yang inklusif agar keberadaan IKN dirasakan manfaatnya oleh seluruh masyarakat Indonesia terutama di Kalimantan Timur,” ungkap Sugeng yang juga Sekda Kota Samarinda.

Kepala Dinas Pariwisata Provinsi Kalimantan Timur, Sri Wahyuni juga menyampaikan optimismenya bahwa keberadaan IKN akan mempercepat pemerataan pembangunan di Indonesia.  Dari sisi ekonomi keberadaan IKN akan meningkatkan pertumbuhan ekonomi Kalimantan Timur melalui peningkatan investasi, perdagangan, dan penciptaan lapangan kerja. Dari sisi sosial keberadaan IKN akan merubah nilai nilai sosial masyarakat Kaltim menjadi lebih beragam, terbuka, dan adaptif. Meskipun tidak dipungkiri akan ada dampak dampak negatif yang muncul dari pemindahan IKN

Sri Wahyuni menekankan bahwa untuk memaksimalkan dampak positifnya dan meminimalkan dampak negatif, Kaltim perlu mempersiapkan sumber daya manusia di Kaltim. “Pemerintah Provinsi harus menyiapkan strategi untuk peningkatan kualitas sumber daya manusia melalui pengembangan kewirausahaan, pendidikan vokasional dan penguatan sektor pendidikan. Namun, untuk mencapai hal tersebut perlu keterpaduan strategi antara IKN dengan Provinsi Kaltim,” ungkap Sri Wahyuni.

Senada dengan Sugeng dan Sri Wahyuni, Perdi Yosep yang menjabat sebagai Bupati Murung Raya yang juga hadir sebagai peserta webinar itu menyampaikan concernnya terkait pengembangan kawasan penyangga IKN agar mendapatkan manfaat dari pembangunan IKN. “Daerah daerah sekitar IKN dapat menjadi penyumbang terbesar di sektor pangan untuk IKN,” ungkap Perdi.

IKN telah menghadirkan peluang baru bagi Provinsi Kaltim dan kabupaten/kota disekitar wilayah Ibu Kota Negara. Namun IKN juga berpotensi menimbulkan masalah baru jika tidak dikelola dengan baik. Pembangunan inklusif yang melibatkan masyarakat lokal dan kerjasama yang baik antara Pemerintah Pusat, IKN dan Pemerintah Daerah mitra disekitar IKN menjadi kunci keberhasilan pemindahan IKN
